Cannot share onenote notebook

Free interactive online training. WebWe have created and shared several notebooks but no one ever gets an invite in their email, or ther can not see it in there desktop version of OneNote. If I go to the Online version I can get to the Shared With Me section and see the ones that have been shared and I can open them. Then after opening them online they show up on my desktop version.
